Freedman Consulting, LLC, a strategic consulting firm, seeks an experienced and agile leader with deep expertise in issue research and policy analysis, to join the Bloomberg Cities Content Unit as Research Director. The Research Director will join a growing team of research and content professionals working in partnership with Bloomberg Philanthropies. S/he/they will drive strategic thinking and lead implementation of key projects related to the rapidly growing and evolving public-sector innovation movement. The Research Director will lead new and ongoing research projects across a range of policy areas impacting local governments, to bolster Bloomberg Philanthropies’ government innovation efforts.

The Research Director will be comfortable working in a fast-paced environment and bring creative thinking in efforts to analyze, elevate, inform, advance, and celebrate the field of public-sector innovation. S/he/they will have a breadth of experience leading quantitative and qualitative analyses and surfacing insights and trends. The team’s work aims to inform academic and philanthropic partners, as well as thought leaders and key decision makers.

Freedman Consulting, LLC, located in Washington, DC*, offers strategic consulting services to foundations, nonprofit organizations, and philanthropic coalitions, partnering with many of the nation’s leading philanthropic institutions. Our work includes strategic planning and issue landscaping for major foundations, campaign advising and coordination for public interest coalitions, and policy development for a variety of advocacy and political campaigns.

Primary responsibilities for the Research Director include:
• Designing and implementing a research strategy and work plan
• Synthesizing long-form research into digestible, distilled products that capture themes and trends in civic innovation.
• Developing new research areas out of learnings and insights from across the public sector innovation movement
• Conceptualizing, drafting, and editing a variety of material including reports, blog posts, memos, and briefs to ensure that it accurately reflects the research
• Supporting research efforts including engaging with current partner organizations and identifying opportunities to establish new collaborations
• Responding to time-sensitive requests for research or analysis of existing data sets
• Managing and developing Associate-level staff and directing tasks on individual projects
• Providing strategic guidance to client and leading client meetings, calls, and presentations
Qualifications of the Ideal Candidate:
Applicants should come with a strong policy and analytical background, possess knowledge of public-sector innovation tools and practices, have experience developing and managing quantitative and qualitative research agendas, be comfortable working with large datasets, and be able to translate all of the above into easily understood and compelling narratives.

A bachelor’s degree is required and at least 10 years of previous policy research experience is preferred. Applicants must possess excellent writing and analytical skills, problem solving acumen, management experience, strong presentation skills, and the ability to think through complex policy issues critically and strategically. Salary and benefits are competitive and commensurate with experience.
